27,000 Hectares of Land for Private Developers

For the first time in the city's history, Delhi will unlock 27,000 hectares (over 270 sq km) of land for private developers to acquire for building residential apartments. In another first, the pricing of these apartments will be determined by a real estate regulator.

These are the key proposals in the city's yet-to-be notified masterplan that breaks Delhi Development Authority's monopoly over acquisition of new land for development.

The land, which accounts for roughly 18 per cent of Delhi's area, is mainly in the north-west and south-west areas of the city, at places like Najafgarh, Dwarka and Alipur. The masterplan has been approved by a Group of Ministers and awaits the Union Cabinet's nod.

An official said developers would be allowed to acquire a minimum of 10 contiguous acres of land to develop apartments. "The developers will also be responsible for building roads and providing social infrastructure like schools and hospitals," he said.

It will also be mandatory for private developers to reserve 35 per cent of new dwelling units, or 15 per cent of the floor area ratio, whichever is higher, for low income families.

To determine pricing, the Ministry for Urban Development will appoint an autonomous regulator that will decide profit margins for developers. The appointment of a regulator for Delhi is a part of the Real Estate Bill that will be tabled in the next Parliament session.

"Taking all the costs together -- like that of acquiring land, providing infrastructure and housing to the economically weaker sections -- if the cost of an apartment is hypothetically Rs 1 crore, we do not want the builder charging Rs 5 crore for it," said the official.

The move is aimed at tackling the national capital's population boom, which has raised demand for housing. Freeing up 27,000 hectares for private development will provide housing to nearly 40 per cent of the growing population of Delhi, which is expected to reach 2.2 crore by 2021. 14 Plots Auctioned at Dwarka

The Delhi Development Authority has raked in Rs.1,696.195 crores since Monday by auctioning 52 commercial plots at Dwarka, Rohini, Mukherjee Nagar, Vasant Kunj, Zamrudpur and Kondli (Gharoli) in the Capital. A total of 65 plots were on offer and the combined reserve price was fixed at Rs.692.547 crores.

While on Monday the DDA had offered 21 commercial plots for auction and successful bids were made for 16 of them, on the second day 20 of the 22 plots on offer were auctioned. On Wednesday, the DDA auctioned 22 plots.

According to a DDA spokesperson, 14 plots in Dwarka ranging between 183.6 sq. m. and 11,619 sq. m. were auctioned on Monday. One plot each in Sector-22 Rohini measuring 1,238.4 sq. m. and another in Mukherjee Nagar of 150 sq. m. were also auctioned the same day.

The next day, 17 plots at Sector-20 Dwarka, one at Vikaspuri and two in local shopping complex, Phase-2, in Bodela were auctioned. The biggest plot measuring 13,628 sq. m. was located in A-Block, Vikaspuri, while two smallest plots measuring 85 sq. m. were located in Dwarka.

Three plots each at Janakpuri and Zamrudpur, two plots each at Vasant Kunj, Dwarka Sector-4 and 12 plots at Kondli (Gharoli) were auctioned on Wednesday. The plot sizes ranged between 2,885 sq. m. and 12.50 sq. m.

The Authority garnered an impressive Rs.921.314 crores against a reserve price of Rs.394 crores on Monday. Reliance Industries Limited, through its subsidiary, made the highest bid buying out several plots in Dwarka. The biggest plot measuring 11,619 sq. m. at Dwarka was bought for Rs. 266.01 crores against the reserve price of Rs.104.11 crores. DDA getting richer, Rs 8.50 lakh per square metre

On the second day of the auction of commercial plots in the Capital, DDA raked in a whopping Rs 610 crore against a reserve price of Rs 260 crore for 21 plots. Once again, Reliance Industries’ Nettle Farms made news with the biggest deal of the day — it bought a 13,628 sq metre plot at the Vikaspuri community centre for Rs 286 crore against a reserve price of Rs 145.06 crore. If the first day of the auction saw DDA getting richer by Rs 906 crore, propelled by the commercial space crunch in the city, the stakes were equally high on Tuesday. There was aggressive bidding for the Vikaspuri plot which finally went to Nettle Farms for a sum which pegged the cost per square metre at Rs 2.05 lakh. But Dwarka was vying for attention — some of the plots had gone as high as Rs 8.50 lakh per square metre on Monday. A plot of 867.50 metres had been auctioned for Rs 75 crore.

On Tuesday, all 18 plots for showrooms and shops at the service centre in Dwarka’s Sector 20 (Part-II) were much in demand. A majority of the showroom plots went for Rs 12 crore to Rs 15 crore, more than double the reserve price. The highest bid was around Rs 20 lakh for an 800 square metre showroom plot. The prices at which the showroom plots were snapped up meant Rs 2 lakh to Rs 2.50 lakh per square metre. Of the 18 showroom plots, 15 were spread over 800 square metres. The reserve price was fixed in the range of Rs 7.17 crore to Rs 7.62 crore. According to sources, DDA got almost double the reserve price for the showroom spaces in Dwarka because of the prime location of the service centre. It is situated on a 60-metre wide road which makes it very accessible. Moreover, these have a larger plot area and less ground coverage which would allow buyers greater flexibility in constructing the showroom. Fourteen of the 16 plots that were auctioned on Monday were located in Dwarka.

Four plots in the proposed Dwarka city centre alone had fetched DDA Rs 625 crore. The first day’s tally of Rs 906 crore was the highest since 2003 when DDA got around Rs 1,200 crore at an auction where commercial plots in Vasant Kunj set a record. The highest bid on Monday was for an 11,690 square metre plot in sectors 13-14 where DDA proposes to develop the district centre into a linear City Centre that would be located along the metro line. Six Properties in Dwarka were Sold, Highest Price Ever Paid

Reliance Retail’s expansion plans have led RIL to buy out eight of the 17 commercial plots DDA put up for auction over two days for a mammoth figure of Rs.986 crores. On 15th January, six properties in Dwarka were sold, and one in West Delhi’s Rohini. The next day of the auction, the 1.5 lakh area plot in Vikas Puri was sold for Rs.286 crores.

The sale marks the highest price ever paid for commercial land in India, with DDA getting Rs.20, 000 for a sq.foot. Last year Reliance paid Rs.13, 000 for a property at the Bandra-Kurla complex in Mumbai.

The shooting prices confirm the shortage of developable land in the metros. 17th Jan will see another auction for commercial property in Vasant Kunj which has been assessed for a minimum of Rs.25 crores.

The sealing drive against commercial establishments in residential areas has aggravated the situation for buyers with smaller budgets, while DDA has profited with Rs.900 crores in its kitty. (Indian Reality News)

Connectivity is key

Improvement in the connectivity has done wonders for Delhi in particular, and, NCR in general. The fact has been proved by the introduction of Metro Rail in various parts of Delhi. With the reduction of commuting time from farflung areas to the main part of the metropolis, thanks to the Metro Rail services, many of these areas have regained their past glory.

Localities like the Raja Garden, Rajouri Garden, Tilak Nagar and Janak Puri had lost their sheen as the commuting time from central parts of Delhi, like Connaught Place and Central Secretariat, to these places, had gone up to more than one and a half hours during peak hours, due to heavy traffic. Now, through the Metro Rail one can travel the same distance in 40 minutes.

Also, with the advent of Metro Rail, the load on road transport has reduced and the condition of road traffic has improved further. This has rejuvenated the entire West-Central Delhi, East-West Delhi and North-Central Delhi corridors. The potential of economic activity in these areas have improved substantially, which is reflected in the price of hotels and other commercial plots, auctioned recently by the DDA. Some of the hotel plots in Dwarka and Rohini peaked over Rs 3 lakh per sq m in the auction.

Areas located farthest from the central areas have benefited most by the improved connectivity due to Metro Rail. A case in point is Dwarka which has benefited most with the start of Metro Rail services. Till the announcement of the construction of Metro Rail line, there were hardly any takers for apartments. But, with announcement of the Metro project the price in the area has sky-rocketed from around Rs 13 lakh, for a three bedroom flat in 2003, to Rs 65 lakh at present . Rohini and Pitampura are other areas which witnessed price hike.

Similarly, better road connectivity of Noida, Indirapuram, and Greater Noida also had a salutary effect on the property prices, which is a reflection of the increased economic activity in the area. The region attracted huge inflow of IT and ITES offices, which fuelled the demand. High growth in IT and ITES has created demand for office space which is met by the development of the new areas. But, only those areas which have better connectivity are developing.

Kunj Vihar Co-operative Group Housing Society (CGHS) scam at Dwarka

Two persons have been arrested by the Economic Offences Wing (EOW) of the Crime Branch on charges of their involvement in the Kunj Vihar Co-operative Group Housing Society (CGHS) scam at Dwarka in South-West Delhi.

According to Deputy Commissioner of Police (EOW) Prabhakar, one of the accused, Vivek Pathak, had earlier told the police that he was a member and former treasurer of Kunj Vihar CGHS and had alleged that Pradeep Mehta, Anuj Gupta, Rakesh Gupta, Atul Bansal and Naresh Rana had forged his signatures on proceeding registers of the General Body Meeting, Managing Committee Meeting, Audited Balance Sheet and other related documents to make money through fraudulent means.

He also alleged that the five other accused had sold more than 100 memberships of the Society by forging signatures of the dummy members and also had tampered with the record of the Society to make money. Subsequently, a case was registered against the five accused at Dwarka police station.

Investigations revealed that Kunj Vihar CGHS was set up in 1995-96, subject to the payment of 35 per cent of the land cost, but the Society failed to deposit the requisite amount and the allotment of land was cancelled in June 1996. At that time, Pradeep Mehta managed to deposit the amount and got the land allotted. Similarly, he got plots allotted for some other societies.

Forensic examination of the audit report of the Society, which was obtained from the office of Registrar of Co-operative Societies, revealed that signatures of Vivek Pathak was forged, but his signatures on cheques issued in favour of the auditor were genuine. It also came to light that Mr. Pathak was hand in gloves with Mr. Mehta in reviving defunct Societies through fraudulent means. However, the two fell out due to a dispute over sharing of the money earned by selling the flats to new members.

Subsequently, Mr. Pathak and his accomplice, Arun Sharma, were arrested. During interrogation, they allegedly confessed that the signatures on the refund cheques issued in the name of bogus members of the Society, through which a huge amount had been withdrawn, was theirs. They claimed that they did so at the instance of Pradeep Mehta. (The Hindu)

Property Rates in Dwarka, Going upto 85 Lacks

Dwarka — located in west Delhi — had been demarcated as the residential colony by the Delhi Development Authority (DDA) about 15 yrs earlier and today the township has flats built both by DDA and the private builder societies . It is located about 4 kms from the Indira Gandhi International Airport.

Divided into 29 sectors, Dwarka has about 460 housing societies. RK Yadav, a real consultant says that the five-star apartments in the township, its proximity to airport, the Jaipur Highway and other locales of Delhi like Janakpuri and Delhi Cantonment , have added to the rising real estate costs in Dwarka. A number of shopping malls and multiplexes have been proposed which would raise the living standards further. Dwarka offers residential options for both the middle and lower income groups.

Price of a residential unit starts from Rs 10 lakh and goes up to Rs 85 lakh. Commercial prices begin from Rs 6,000 to 25,000 per sq ft. In sector 4, 6, 10, 11, 12, 17 commercial prices vary from Rs 15,000 to Rs 25,000 per sq ft. Price of an LIG flat (area 500 sq ft) ranges from Rs 10 lakh to Rs 12 lakh. A super LIG flat with an area of 600 sq ft comes in the price range of Rs 13 lakh to Rs 14 lakh. MIG flats (area 750 sq ft to 800 sq ft) are priced between Rs 19 lakh to Rs 25 lakh. And the price of HIG flats ranges from Rs 25 lakh to Rs 35 lakh (area 1200 sq ft to 1500 sq ft). Saurabh Gangwar of Dream Land Property says that, two, three and fourbedroom flats with servant quarter are available in the price range of Rs 25 lakh to Rs 40 lakh (area 1100 sq ft to 1600 sq ft) in apartments like the Green Valley , Shivani, Brahma, Sunny Valley, Sun View, Rama, Mandakini, Vivekanand, Balaji, Air India, Classic Home, Chitrakoot , Friends Circles Society. Posh apartments — Sunny Valley, Shivani, Chitrakoot Extn — offer fully air conditioned three and four-bedroom apartments, duplex houses, penthouses and independent floors. Here the price is around Rs 85 lakh (area 1200 sq ft to 1600 sq ft). Residential and commercial plots are available in sectors 4, 5, 6, 10, 11, and 12.

A large number of shopping malls with four screened multiplexes are being developed here. Manish and Vardhman groups will complete their project by next year. Dwarka’s main market popularly known as the Central Market is located in sectors 6 and 10. Every sector has a park. DTC and the Blue line are plying buses from sectors 4, 6, 9, 10, 11, 12 and 17 to various parts of Delhi.

Chartered bus services are also available for daily commuters from these sectors. Uninterrupted power supply and increasing the water supply will be given the top priority. Dwarka will soon be linked with four expressways while the metro rail service is already operational. However, illegal construction in the allotted land, commercial plots lying vacant due to DDA negligence, are the problems which require immediate remedy.

CIC Taking Serious Note on Dwarka Resident Appeal

Taking a serious note of the failure to respond to a right to information application, the Central Information Commission (CIC) has issued a show cause notice to a senior official of Airports Authority of India (AAI) for providing incomplete information.

The commission was hearing an RTI appeal filed by Anoop Kumar Gupta, a resident of Dwarka in the capital wherein he sought information pertaining to duty hours of executives up to the level of senior managers in various disciplines in AAI.

"The commission has taken a very serious view of this lapse and has decided to issue a show cause notice as penalty to the executive director of the personnel department for providing incomplete information to the appellant", said Information Commissioner O P Kejariwal in a recent order.

No admission for CBSE topper in Dwarka

On Tv channels today was the news of a 10th grade topper with 97% marks who was denied admission in DPS school Dwarka.She “failed” the interview it seems.All the nine students admitted have marks less than Garima. Most likely she did not make it because :

1)She did not have a “posh”accent

2)Parents are 12th pass.Education in India is the right only of those who already have an educational background.How stupid!!!!

3)Garima(the student in question) is from a village family and her parents don't fit in with the elitist image of the school

4)Her dad is a police constable and therefre does not have the means to “donate” a big amount to school.

Thanks to private news channels like NDTV we atleast now get to hear about these issues.The minister of Education has promised to take action against the Delhi Public School Dwarka.The principal of the school was stupid enough to admit on camera that Garima was denied because she was finding it hard to speak in English.This was promptly shown by the TV channel folowed by a clip of Garima herself speaking in English...............Go girl go.....u do not need these money making factories like DPS to fly and reach ur goals.

DDA all set to hold draw for housing scheme

The Delhi Development Authority is all set to hold the draw for its "DDA Housing Scheme 2006", under which nearly 3,500 two and three-bedroom flats and expandable houses will be offered across the Capital.

The scheme had received a tremendous response as nearly 3.2 lakh forms were sold and about 1.5 lakh registrations received.

The scheme was launched on August 22 last year and closed on October 12.

Despite the DDA allowing only one registration per family and that too only on the possession of a PAN, the number of registrations was high as a number of banks took to financing the registration amount for a non-refundable sum of nearly Rs. 5,000.

Applications cancelled

However, this time a number of applications have been cancelled as the applicants were found to have applied in their own name as also in the name of the spouse.

The response to the scheme was also good because it offered flats and expandable houses in various premium localities. While three-bedroom flats were offered in Sarita Vihar, Dwarka and Motia Khan, two-bedroom ones were offered in Dwarka, Sarita Vihar, Rohini and Shalimar Bagh besides other places.

Lok Sabha member HT Sangliana, at Dwarka Sector-6

Lok Sabha member HT Sangliana from Bangalore North constituency in Karnataka has said that Manipur is in chaos for the last many years but there is no any solution at all. He appealed to the people of Manipur to have positive thinking towards development and such chaos should be stopped immediately.

The super cop turned MP was addressing the first foundation day celebration of the Manipuri Diaspora Association, NCT Delhi on Sunday last at Dwarka Sector-6 here as chief guest. The president of the association RK Brajachand Singh presided over the function and O Nabakishore Singh, commissioner of Navodaya Vidyalaya Samiti, ministry of human resource development graced as a special guest.

While appreciating the yoeman service of the association for all communities of Manipur, Sangliana expressed his love for Manipur and said he organized Yaoshang festival at Bangalore in the last two years.

At the outset of the function, Cpt Subadani who shot to fame as a film actress in her leading role as Saphabee in the national award winning Manipuri film Saphabee, along with her group sang the opening song "Sana Leibak Manipur, Manipur".

Not less than 200 families settled in and around Delhi attended the function. Brajachand, in his presidential speech said the association was established on January 1, 2006 and was an exclusive body of Manipuris presently settled in Delhi and its adjoining areas to help each other and inculcate a sense of bonhomie. Among other objectives, the association is endeavoring to construct a dharmashala, a Manipuri school and establishment of a Manipuri leikai in Delhi, he added.
