Seminar on Technology for Rural India at NSIT, Dwarka

In celebration of the ISTE Day 2008, the Delhi Section of ISTE is hosting a conference on "Technology for Rural India: Challenges and Perspectives" on 31 May and 1 June, 2008. The venue for this conference is Netaji Subhas Institute of Technology, Dwarka, Sector 3, New Delhi-110075.
The conference will focus on strategic technological development and research on problems specific to rural India. The event is targeted at educationists, researchers and students and will include technical sessions, invited lectures, special workshops, interactive sessions and student activities.

Meeting with URJA,People's Action delegate

A meeting of the forum was organized at sector-14 on 11.5.2008 with URJA(United Resident Joint Action),Apex body of RWA and Peoples's Action(an NGO) working for civic issues.Peoples's Action president Mr.Sanjay Kaul and URJA Chief Mr.Atul Goyal ,Mr.Rejimon C K ,Founder of Dwarka Forum and other members of forum and representatives of various RWA were present in the meeting.
Welcoming the delegates Sushil Kumar,Member Forum emphasized the need of exploring the opportunity of using the platform set up by these organization to the benefit of Dwarka.
Rejimon CK of Forum also expressed his view in the same line and requested all the member present to strengthen RWA movement for the betterment of civil society of the sub-city.A zonal committee for this was also approved which contains 15 members currently from different part of Dwarka(which will be doubled every meeting). He further added that physical contact should also be promoted besides online discussions to convert our energy into the execution as our systems demand so.Anil Nayal of the forum also echoed the same voice.
Atul Goyal of URJA entroduce the concept of Resident Ward Committee(RWC) where there is a provision of having a member of RWA in a ward.Members so nominated will form a committee alongwith ward concellor of the area.This committee will decide the priority of the area and its recommendation will be winding on the part of councilor.The detail of expenditure by the councelor will also be discussed.After forming these committee this will be registered with MCD.
In his final address Sanjay Kaul of people;s action explained that our electoral procedure is very much traditional on the basis of cast,religion,region and that is why the leaders are not bothering in solving the genuine problem and therefore,it needs to chaged.We have to make them understand that we will vote on the basis of work executed by them in ground.He added that we may have different ideology but our daily need is equal.Water,drainage,electricity has nothing to do with politics. He suggested to strengthen the movement for betterment of civil society.

Dwarka housing society flat allottees move court

The Delhi High Court on Wednesday issued a notice to the Registrar of Cooperative Societies (RCS) on a petition moved by an association representing 15,000 families awaiting allotment of cooperative group housing society (CGHS) flats in Dwarka. The petition sought a direction from the court for an immediate draw of lots for granting possession of the flats.

They also wanted the RCS to include the societies being investigated by the CBI in the Rs 4,000-crore scam or against whom criminal cases have been registered and grant its members "provisional allotment". The status of 15,000 families, most of them from 110 housing societies, had become uncertain as many of them were under the scanner of the CBI probing the housing scam.
Many of them are government servants who have taken loans to finance their flats and are paying hefty EMIs. Giving relief to the families, a bench headed by Justice Mukul Mudgal had on April 2 ordered allotment of flats to all those who have already been enrolled as members before inviting fresh applications.
But the RCS, which was asked to conduct draw of lots within six weeks of the order, was yet to take any steps citing the scam and especially because the order had not drawn a distinction between societies under probe and those which were free of it. President of the Association of CGHS Affected Members (AOCAM) D. P.S. Rajesh, who moved a fresh petition on Wednesday before another bench of the court headed by Justice Manmohan Sarin which is looking into the criminality aspect of the scam, told HT that "provisional allotment should be allowed even in societies under probe based on suitable undertakings". "We are of the view that law should take its own course.
But the scam shall not be the sole ground to withdraw membership," he said. The bench asked the RCS to submit his response on July 8, the next date of hearing.

Near-blind Gurgaon Girl Does It Again

Soma Patnaik has done it again. The Class XII student from DAV Public School, Gurgaon, has scored 90.40 per cent marks. She notched up these marks despite being left with only 1 per cent vision in her eyes. A brilliant student, Soma had scored 92.6 per cent marks in her Class X examinations in 2006. She now dreams of finding a place in a good Delhi University college and ultimately make her way to the Indian Administrative Services.
Soma suffers from Retinitis Pigmentosa, a disorder that ultimately causes complete visual impairment, from birth. “I want to read political science or English from a good DU college. If I get admission in Lady Shri Ram College, I can also apply for a hostel seat. Otherwise I will have to settle for a Gurgaon college given the difficult commute,” Soma told HT.
Her impairment, however, has not been a deterrent to academic success. For her Class XII exams, Soma was allowed to use the assistance of an amanuensis. But she wrote the papers herself. “My vision level is almost at par with a blind person, but I used her (amanuensis) only for reading the question paper. And I had asked the school authorities for a well-lit place in the examination hall. Nothing else,” Soma said.
Soma’s journey so far has not been simple. She cannot see the blackboard inside her classroom, cannot cross the road by herself and reading books requires a lot of effort. “I know that I am heading towards 100 per cent blindness gradually, but I am mentally prepared and have decided on my future course. Earlier, I was learning Braille, but now I use programmes like JAWS that read out the content of the soft copies of textbooks that I have downloaded from the Internet,” she explained.
Soma has scored 452 marks out of 500 with 94 in political science and home science, each, 93 in psychology, 89 in economics and 89 in English. The CBSE declared its Class XII results for its Panchkula, Chennai and Ajmer regions on Wednesday.

Pride of Dwarka

Fame is not bound to age. Anybody can become famous even at a tender age of two and this has been proved by little star Jaspreet who is also known as Mahip. This little star of Dwarka was selected as "Outstanding child" at the age of one and a half. When most of the children don't even realise that what is happening around them. He got this title at the competition organised by Jaipur Golden Hospital at Rohini. This was initially a first step as after this he received several awards for his Dance,Academics, Skating and for his Acting abilities as well in his play school "Mother's Pride' at Pitampura. And now from last seven years he is Pride of Dwarka.He also received a award from our M.L.A Dharamdev Solanki for the best Dancer.
He worked for a documentery called "Milli" at the age of five. He has also done modelling for Hindustan Times newspaper Since then he is steadily climbing the stair of modelling and Dancing. Recently he was chosen the "POGO Amazing kid" for his heart stealing performance at his school. He also received a Gold Medal at BRAINOBRAIN at National level. Presently, he is a student of 5th class in Maxfort School, Dwarka.
He is just nine years old but knows the goal he has to achieve. His father is a RSM in a reputed company dealing into FMCG products. His mother is related to school industry. He has learned dance from his instructor Mr.Deep Sarkar who is running his academy " Scor-Cacian" in sector 12. He is appreciated by his instructor also and according to him he is the little champ of his academy as well . Hope he will make his parents and his teachers to be proud of him forever..

Dwarka Court is the most High Tech District Court of India

Judicial system plays a very important role in the development of any civilization. Even the emperors, Rulers, and even the Britishers had cast a high degree of faith in the legal system. In modern times, people have utmost faith and respect for judiciary. Although, in some cases, there are long delays in delivery of justice. Still, the people approach Judiciary as a ray of hope. Yes, Advocate P.S.Singh who is an Honorary Secretary of District Court Bar Association, Dwarka, in an exclusive interview with S.S. Dogra-Managing, shared his views about various developments, achievements and future projects of his association in detail. Excerpts:

Q.What is the objective of DCBA Dwarka?
We want to make our citizens to repose faith in the strength of our legal system. We strongly feel that our Association should stand as guard to protect our moral, ethical & professional values towards achieving our goals.

Q. What is the vision of DCBA?
The Vision of the Association is "an empowered lawyers' community can contribute towards the establishment of just and equitable society". The members of DCBA believe in core values, like Respect, Integrity, Empathy, Commitment, Justness, and last but not the least the Excellence which has strengthened the functioning of DCBA Dwarka.

Q. How many members are there in your association?
Our Association is growing rapidly. At present, we have around one thousand members in our association and continuing.

Q. What are your expectations & commitments towards new/ upcoming lawyers?
Our Association is deeply concerned towards training /guidance for the freshers in this profession, for example how to present their cases, how to conduct themselves before the client and how to interact with the Senior members of the Bar.

Q. Who can join your association and how?
Any law graduate enrolled with any of the Bar Councils can apply for a membership after completing the requisite formalities and submission of the membership fee and after approval of the same by the

Q. What is the present status of Dwarka Court Complex?
The upcoming "District Court Complex Dwarka", will be inaugurated during this summer only. The court complex has many features and is divided into three wings. Court Block having 80 Court Rooms including separate chambers for judges. Administrative block with 6 floors for the maintenance of records of the court. Lawyers' chambers block, 345 Chambers for the advocates will be allotted on twin sharing basis. There are 19 chambers on the second floor for judicial officers in the lawyers' chambers block.

Q. What will be the major facilities available in Dwarka Court?
Dwarka Court will be the most High Tech District court in India. This complex is fitted with Central Air-conditioning with 100% power back-up. For the convenience of litigants and advocates digital display boards have been provided to watch the cases being heard in the different court rooms. Specially designed bathrooms and ramps have been provided for the physically challenged persons on each floor. The chambers block has other facilities like separate canteen for lawyers and clients on ground floor as well as on the first floor, space for Bank, Post Office, Treasury, Typing Pool, Notary and Oath Commissioner, Stationery Shop, library for the advocates, Bar Association office, separate Bar Room for lady advocates and also 3 common bar rooms for those advocates who may not have chambers, judicial lockup for the under trials and police post. This block will also have Cyber Café, ATM, STD and ISD facilities. It is also being planned to provide cubicles for those advocates who will not have chambers in this Court Complex. They can hire the cubicles for consultation with their respective clients on the payment of token rent on hourly basis. The idea is to bring forward a dream project for lawyers.

Q. Is DCBA still fighting for some more issues?
Yes, of course, right from the beginning, we are trying hard to get 1100 lawyers' chambers constructed here. We have placed requests before the Chief Justice of Delhi High Court and the Building Maintenance Committee (BMC) to meet out the said requirement. Finally, we are getting an additional land measuring 6172 sq. metres adjacent to the existing lawyers' chambers block, which has already been notified by the DDA. Now our demand is to construct 700 more lawyers' chambers and an auditorium for seminars and symposiums, space for indoor games and health club for the physical fitness of the members of the Bar and the Bench.

Q. What is the response of the residents of Dwarka about DCBA
Oh, yes, we are getting very positive response through various activities/awareness campaigns in and around Dwarka. In the recent past we have organized quite a few events like Seminar on "First Anniversary of Right To Information Act" on 12-10-2006, which was inaugurated by the Hon'ble Mr. Justice K.G. Balakrishnan (Present Chief Justice of India), Seminar on "Transparency in Judicial Appointments" including "Videography of court proceedings" on 04-05-2007, which was inaugurated by the Hon'ble Mr. Ram Jethmalani, Sr. Advocate (Member of Parliament), a seminar on "Role of Lawyers in Nation Building " at CCRT Auditorium, Dwarka on 2nd Oct. 2007 in which Hon'ble Mr. Justice R.C. Lahoti, Former Chief Justice of India, was the chief guest and Hon'ble Mr. Justice S.N Jha, Former Chief Justice of Rajasthan High Court graced the occasion. Mr. Shiv Khera, was the star attraction. The message of the said seminar was spread among the masses through a popular website and we were able to conduct it successfully. Various free Legal Aid camps for the benefit of society at large have been organized.

Q. How are you coordinating with the locals of Dwarka Sub-city?
We invite several high dignitaries and social activists to enlighten the members of the Bar. Besides this, we have also been inviting local RWAs, various Associations, NGOs and the dignified members of the society to join us and discuss the matters of public interest.

Q. Who will be most benefited from Dwarka Courts?
The residents of the south-west district of Delhi and besides that Dwarka residents will save a lot of their time to reach the courts at Dwarka.

Q. What are your other dream projects to upgrade Dwarka Court in near future?
Our Association has farsighted projects in mind with a view to present a most environment friendly atmosphere wherein a revolutionized green landscaping around the court premises is developed. We are also looking forward to make the Court complex easily accessible for physically challenged persons and senior citizens. Our association also promises to provide the court complex with one counter system for the convenience of the litigants and public at large. To add flavors a proposal of opening Food court is already under consideration. For the fitness of health freaks, a badminton court may also be in the pipeline.

Q. Do you have any proposals for the convenience of the litigants to shift some more forums to Dwarka Court Complex?
Actually, we are trying for the shifting of Consumer Court of this area, which is presently in Sheikh Sarai, Labour Court, which is at Karkardooma, Special Electricity Court of this presently at Vikaspuri, Debt Recovery Tribunal, and various others Tribunals/ quassi-judicial bodies within one roof for the convenience of the litigants and in the interest of the public as well as members of the bar.

Q. Where are you presently practicing?
I am practicing in Delhi High Court & Supreme Court.

Q. What is your opinion about the disposal of pending cases in Indian Courts?
As per the judicial commission reports the deficiency of the Judges in Indian courts is one of the main reasons for huge pendency of cases. The Judge Population ratio which is very low in our country should be increased to meet the requirement of expeditious disposal of the pending cases. District Court Bar Association Dwarka commits itself towards the cause of its noble profession, social commitments with high moral and professional values.

May I know the reason of non-allotment of flats even after High Court judgment ? What will RCS do now ? Why he is not alloting flats ? If Societies are not submitting papers, then as a regulatory authority what is his next course of action ? One thing is very clear, Intension of government is wrong. They are committed not to allot flats to us. Only Apex court can save us from wrongdoing of RCS. They have invited objections for 37 societies for last three months in their website. Again we should take help of electronic and print media to expose intension of RCS and so called amnesty of Delhi government. - K.S.Rawat

Since I have been closely associated in this fight being the counsel of many affected parties and by virtue of this I know indepth. I fully agree with Mr. Rejimon's comment. I am sorry...........but truth is truth. I think here those who claim to take cause of suffering members are more worried about their own selfish end and keep finghting within to serve their personal ego. Agreed. But we should always remember that justice delayed, justice denied. We have lost faith in Government and Government officials. If Government fails to allotment by 16/05/2008, then we should plan draw of our flats by our own after informing High Court. 'NAMAN 1857" created a feeling of patriotism

Incelebration of 150 anniversary of first war of Indian independence in 1857, a Kavi Sammelan called 'NAMAN 1857" was organised at Sec. 11, Dwarka on Sunday, the 10th May. The prominent poets and poetess included Surendra Sharma, Om Prakash 'Aditya', Arun Jamini, Mr. Lajpat Rai Vikat, Ms. Sarita Sagar from Lucknow participated in this Sammelan. It was organised by Shri Shyam Navodaya Sanskrtik Sangh (Regd.) presided over by Shri Rajesh Gehlot, Councilor and Dy. leader of MCD. Poems recited by the poets were warmly appreciated by all the audiences. Ms. Sarita Sagar, emotional & patriotic compositions were specially lauded and she was given an award of Rs. 2,000/-. Her feelings were expressed in the following words "Kaha Rahe Alvida Daddawai Nain, 'O' Shahido Tumhe Mere so-so Naman". She expressed sentiments of widow of a martyrdom as follows
"Sarhadon par jo lahu unka gira, Ab wahi meri maang kaa sindoor hai,
Suhagan hoon mai, widhwa naa mujko kaho," Sister of a martyrdom passion were
"Laaj Raakhi ki Bhaiya Nibhakar Gaye, Haath Kya cheese hai, sar kakaa kar gaye,
Aakhari Saans taka jujhate hi rahe, jaan bhi haste-haste gavaa kar gaye".
There is no doubt that Nationalist poets of their times were the main driving force which led the revolution of 1857.

Are Delhi police listening?

POLICE- PUBLIC MEETING was held at GOKUL GARDEN , SEC-7 and a healthy discussion on law and order situation in DWARKA was the main topic of the evening. Dwarka City & Delhi Lions Club jointly organized the said meet. The President/ Gen.Secy. of different societies put some demand before the Additional DCP Mr.R.K.Verma, ACP-Mr.S.R.Yadav, S.H.O.-Mr.Tilak Raj Mongia and Additional S.H.O.-Mr.Anil Kumar.
On behalf of Dwarka Forum, Mr. Rejjimon forwarded a request which included the following points:
1) What is the BEAT CONSTABLE Job description? Are they to prevent crime in all means? If so what their deliverance, what is their supervisory officer accountability (hierarchy wise). If beat constables work along with over 1000 Private Guards approximately working in various CGHS/DDA pockets ( average 5 guards in 200 CGHS/DDA Pockets). These guards will add in strength of DP staffs. Dwarka will be safer and secure.
2) What is the role of DP in implementation of NO TOLERANCE ZONE ?
3) Are they enough PCR Vans and PCR bikes in Dwarka?
4) Effective implementation of Motor Vehicle Act by Traffic Police in letter and in spirit INSIDE Dwarka.
5 )There are a number of Police Chowkis in Dwarka, but they are not performing their responsibilities properly. Road side vendors, catering vans, redi walas are abundant around such chowkis. Police officials are supposed to remain alert and take preventive action. But, every time the local citizen is forced to make complaints to initiate action for the removal of wrongly parked vans and redi walas. Thereby the enmity grows between the person who makes complaint and the public. This needs to be avoided.
6 ) Installation of Signal light is urgently required at the crossing of sector 4, 5, 11 & 12 where the second commercial center is coming up and a temple is also present there. Heavy traffic jam at nights is a regular feature at this crossing and accidents are also no rare.
7) Plot No 6, Sec 10 Dwarka is vacant, probably belongs to YWCA. The plot is a den of prostitution even in the daytime . Round the clock the trade is on full blast. It is a public nuisance.
8) Young generation are adversely affected due to easy acess to ever increasing wine shops.

- Path to metro station from various sectors not safe due to long bushes, darkness
- The screening & training of security guards at societies should be made mandatory

The Delhi Soccer Association (DSA) will hold a open trails-cum-coaching from Monday, May 5 at Dr. Ambedkar Stadium from 4.00 p.m. onwards to select Delhi team for participation in the 62nd Senior National Football Championship for Santosh Trophy 2007-2008 beginning from May 25 to June 15 at GGMS College ground, Jammu and Bakshi Stadium, Srinagar respectively.
Interested players may report to Camp Chairman Mr. Hem Chand, Convenors-Magan Singh Patwal, Shanker Lal or Coach- Tarun Roy on Monday, May 5 at 4.00 p.m. at Dr. Ambedkar Stadium.
