DoPT denies disclosure the names considered for Chief of CIC

M K Gupta,
RTI Volunteer

What if the Nodal Agency to promote transprancy is not transparent itself and that too, on the appointments of Chief of Transprancy Panel i.e. Central Information Commission? The Department of Personnel and Training (DoPT) denied information about the names of the short listed candidates considered for the post of Chief IC and selection criteria at the time of appointing Mr. A. N.Tiwari. The First Appellate Authority Smt. Anuradha S. Chagti has replied that no documents are available on these points. Interestingly, FAA has not given any reason about the non-existence of these documents i.e. are they missing or else and the reply is unconvincing. She has also denied information about the shortlisting of other candidates too.

These were the queries which were also raised by the Hon’ble Supreme Court from the Govt. (DoPT) in the case of selection of Mr. P J Thomas as Chief Vigilance Commissoner who was shown the door by the Court for pending chargesheet against him.

The disclosure of such details will pave the way of appointing more deserving candidates by devisiong some accepted system but that may also bring to an end the way for the bureccrats whose main qualification is loyality to this or that leader. No body knows why Ms. Kiran Bedi, IPS or Justice (Retd) A P Shah of Delhi High Court candidatures were rejected, despite the fact that they gave their willingness.

Disney Channel’s popular show Ishaan’s music now available in stores

Prembabu Sharma

Disney Channel’s popular original television series, Ishaan, is set to delight audiences yet again with the launch of its new music album. This highly anticipated album comprises nine exciting tracks featured on Ishaan – Sapno Ko Awaz De and a super special bonus track from the original king of Disco - Bappi Lahiri.

The music of Ishaan, loved by kids and families alike, resonates the show’s themes of fun and friendship. The album features peppy tracks sung by young artists Nikhil D’souza, Remo Ghosh, Debopriya (June) Bannerjee, Rajiv Sndaresan, Kaizad Gerda and Pawni Pandey. Well known music directors Anand Ranganathan, Dhruv Ghanekar along with Kaizad Gerda and Kabir Singh have arranged music for the show. The lyrics of the songs have been given by Irfan Siddiqui and P.A. Sreekanth.

Speaking about the album, Natasha Malhotra, vice president and general manager, Walt Disney Television International India, said, “We’re very excited about the unprecedented success of Ishaan’s music. Ishaan is the first locally produced musical for tweens on Indian television and the album will also be the first time that a television show’s music featuring original tracks will be launched. This initiative sets a new standard within the industry that we will continue to maintain and challenge. The album features some exceptionally talented artists whose rhythm and vocals are an absolute delight to hear.”
Says Dhruv Ghanekar, “Working on Ishaan music has been a fun and exciting experience. It’s been a pleasure to collaborate with some gifted young artists and bring Disney’s storytelling alive through the music.

“Ishaan has a big fan following and I’m sure these kids and their families will enjoy listening to the music on the album as much as they enjoyed watching it on the show” adds Anandh Ranganathan. The songs on the album have a contemporary pop feel and range from fun-filled catchy tunes like “I’m the one”, to acoustic love ballads like “Jo Pyaar Ho Raha Hai”, to the fan favourite rock anthem, “Sapno ko awaz de”. There is also an extra special treat for the fans in the form of a bonus track titled ‘D.I.S.C.O’ by the king of disco himself,
Bappi Lahiri. This wholesome and youthful blend of various music styles lends the entire album an “easy listening” feel that will appeal to listeners with varied musical preferences. The album will be available in all major retail stores across India and in addition, fans can also download Ishaan wallpapers, ring tones and caller tunes of these songs available across leading mobile platforms.

CRICKET-The Staple Diet of Indians!

Vijay K. Saluja

Senior Fellow
Institute of Social Sciences, New Delhi

One of the Regional Chapter of a Corporate Chamber took a big challenge of holding its annual session on Wednesday, the 30th March,2011, the day when India was to play semi-final of the World Cup against Pakistan at Mohali near Chandigarh.

I happened to be also one of the Invitee. The session was to last till lunch & was formatted into two sub sessions.

The Invite also had a foot-note `considering the cricket match on that date adequate arrangement of plasma screens to telecast the match related news, have been made at the lunch area, for the participants in the session!

Perhaps that was a luscious & sweet carrot which I chewed & was at the venue-a five star hotel. It was extremely heartening to be a part of the gathering which was almost in full attendance [ packed hall etc] , despite the match in that afternoon about which there has been mega- hypes in the media-both print & visual!

That day`s dailies carried columns of cricket-experts of all denominations. During my drive to the hotel, the radio in the car filled me with comments/ details/ views of every possible kind about the match, the cricketers, the politicians, the bollywood stars who would come, the Pakistani-fans , Mohali- pitch, the state of occupancy of hotels in Chanigarh & around etc etc..

One of the Session of our event was about `The Role of Youth in Building India`. The panellists of the session were brilliant youth & corporate icons. They deliberated at great length about the youth of our country, their mind sets, ambitions, awareness, dyanism & desire to make a difference. It was felt, with them-about 500 millions as was informed by one of the panelists, the country would no doubt have great future, provided proper education & skill sets were adequately provided, too.

When asked by one of the participants ` that was not the country, its populace esp youth were going over-board with the Cricket & was not it necessary to strike a balance as the country had other priorities-poverty, non-inclusivity, unemployment, poor state of cities, corruption-control, health measures for all, etc etc. it was felt by the panelists & august house that only media had gone over board, but otherwise there was balance!

At lunch, the participants eyes were rivetted at the plasma screens where all minor details about the match were being telecast.

Almost.everyone was extremely busy giving expert comments & views about cricket & about the chances of India, winning the match.

The nation remained riveted to the TV sets till the last ball bowled around 9.30PM. The India won!

There were fire crackers all around our neighbourhood, the city & the country! I was wondering at the virtual victory & tried to gloat over it!?

If the media & the country had shown even fifty percent interest & passion as they were showing for cricket, & deployed energy & resources in other development sectors India could/ would have lesser poverty, more inclusivity, better infrastructure, more organized cities & rural areas etc etc

Happiness will become constant companion of all Indians!?

But only, when somebody-Planning Commission, corporate sector or the Government will outline the strategy for channelising the energy & resources of India & thereafter implement the same, in a time bound manner.

The cricket fever has set in; the stakes are pretty high,
All the teams are well prepared – they’ve come to do or die.
The games are followed all over – in villages and towns,
We watch the fortunes of our team – with all its ups and downs.

We have time for little else; to the TV we are glued,
At times we are in high spirits, at times in sombre mood.

Every match is keenly watched – by fans with bated breath,
To us it’s nothing less than – a matter of life and death.

Every game is closely viewed, with passions on the boil,
As fans of each cricket team – watch their team toil.

Amidst all the excitement, the bustle and the din,
Let’s enjoy all the cricket – may the best team win.

We wish the Indian team – may it win the Cup,
May we raise a toast to them – and say “Bottoms Up”.

We are the best team, the world’s best side,
In our team we do take, a lot of joy and pride.

This ain’t the only thing – about which we can boast,
Let’s show the world that we also are – the world’s best host.

The fans have come from far off lands – from many a far off place,
Let’s make them feel at home, with lots of love and grace.

Indo-Pak Cricket Diplomacy !

R.D. Bhardwaj "Noorpuri"

We, as Indians are glad to know that Pakistani Prime Minister, Mr. Yousaf Raza Gilani has accepted our Prime Minister’s invitation to visit India and see the Indo-Pak semi final cricket match being played at Mohali. It would have been better if their President, Mr. Asif Ali Zardari, could have also accepted the invitation to see this glorious / hilarious match here & enjoyed the thrills. This really an ideal occasion provided by the sporting event and thus, leaders of both the countries could have sit together and discuss the vital issues concerning both countries and dwell upon what further could be achieved to improve the bilateral ties between people of both the neighbouring countries and ease the ongoing tension so that friendly and cordial atmosphere could prevail.
ICC Cricket World Cup 2011 Cricket Game - Cricket Power - Import - Game for PC
It is also as a goodwill gesture of this cricket match that the Pakistani Govt. has decided to release Mr. Gopal Dass who was languishing in Mianwali jail in Pakistan, after wrongly crossing the border over to Pakistani lands, since July 1984. It is also pertinent to mention here that there are around 60 POW in lodged in different Pakistani jails since Indo Pak war of 1971. In addition to this, one more Indian citizen - Sarabjit Singh, who is also languishing in Kot Lakhpat jail in Pakistan since 1991 and is falsely implicated in anti-terrorist acts. Only God knows whether all these Indian prisoners get proper and sufficient food or not and that whether they get milk and medicines etc. in case they need these things as and when they fall ill in jails.

If Cricket is a Religion, Sachin is GodIn view of the above, Govt. of Pakistan is requested to please look into the fate of all these prisoners and display another act of benevolence, and release them at the earliest, preferably before Vaisakhi, as a goodwill gesture, so that decades old woes and sufferings of these hapless prisoners and their families here in India, could be brought to an end and they get an opportunity to unite with their families for the rest of their lives. Please think positive and tread cautiously towards restoring friendly and long lasting peaceful atmosphere between the people of both the neighbouring countries. Our Prime Minister, Dr. Manmohan Singh should utilise this opportunity to the maximum and take-up the issue with his visiting Pakistani counter-part and emphasize that such measures really go a long way in knitting the otherwise damaged threads of our relations, not only between people of both the Asian nations and their cultural ties, but also bring huge confidence between the both the Governments and swell their volume of trade and business as well.

Living in a dust Bowl in front of service lane sector-23, dwarka

Citizen's Reporter
Cicily Kodiyan

Residents of sector-23 in front of service lane which stars from the sector-23 police station to DDA housing complex have been living in a dust bowl for the past 7-8 months. Reason – Delhi Jal Board laid water pipe lines around 6-7 months back and left half the road cut for putting the pipes and the other half supposedly intact. Only after repeated follow-ups by Association of neighbourhood ladies activists, and residents of the area have things started moving now. They have contacted the Jal board officials on taking immediate action to clean up the roads and to clear the side of the road which is still intact, so that motorists and people can walk without any hindrance. Many cases were reported of older people and children falling down and hurting themselves because of the callousness of officials. Each time there is a vehicle that passes it raises a cloud of dust that people and especially children inhale, which in turn would make them susceptible to various respiratory disorders.

The jal board and DDA authorities have agreed to clean up this area at the earliest and work is now in progress.  Also the DDA has the road work contract ready, however it has to wait for BSES to lay underground cables from sector 9 grid which will go through this service lane. It would take about 3 weeks for BSES to complete the work on a 3 km strecth. ANHLGT is in touch with top BSES officials to make sure that this work by BSES has started and that they are able to complete laying the electrical pipes in 3 weeks time. Once this is done the road work in the service lane can begin.
ANHLGT activists along with residents is following up on a regular basis to make sure that BSES completes its work in time so that the road work can begin at the earliest possible time. By calling all the related officials of DDA, Jal board, BSES to the site we are making sure that these agencies are communicating on the issue directly in front of the citizens and not able to pass the buck to the other agencies.
The responsibility for getting such work done is not only with agencies such as DDA, Jal board, BSES etc but also the residents who should be aware of their responsibly towards making the community a better place to live in.

Corruption is like a cancer that eats into every aspect of India. It is one of the root causes of poverty, malnutrition, bad sanitation, bad infrastructure – the list goes on. It makes people lazy and ruins the moral fibre stopping each and every Indian from reaching their true potential and consequently stops India from truly becoming “Saare Jahan Se Aacha”

3.Who are the victims of corruption?
Corruption affects all of us but the worst hit are the illiterate and poor who are constantly deprived of their rights and harassed because they cannot defend themselves

4.If people stopped paying bribes there would be no corruption?
This implies that the bribe giver is as guilty as the bribe taker. This is not correct. In domestic violence is the victim as guilty as the abuser. People pay bribes because the system is rotten and they have no choice. Exceptional people fight but most people will take the easy way out.

5.Ha! Ha! Ha! India without corruption what a joke?
The joke is on you. In many other countries in their history corruption was endemic but they had a will to change and found a way. For a quick look at how Hongkong transformed itself look at

6. India is unique. It will never eliminate corruption. As evidence see how corruption has grown over the years?
Every country is unique. India can and will eliminate corruption because its citizens will awake and force a change. So far corruption has grown because there is no effective deterrent. Politicians, bureaucrats, judiciary fight against corruption is just an eyewash because as a class they benefit the most as long as corruption continues

7. In Egypt and Tunisia citizen power overthrew governments. In India can Citizen Power overthrow corruption?
Yes it Can. We now have a Jan LokPal Bill which citizens from all over India irrespective or geography, language, religion, caste, socio economic status are supporting in large numbers. The government is as usual dragging its feet but it will not be able to resist the citizen tsunami.

8. What are the top three reasons why the government LokPal Bill is an eyewash and Jan Lok Pal Bill will be an effective deterrent?
NumberFeature Jan Lok PalGovernment Lok PalJLP Deterrent Value
1- Who can be investigatedPoliticians, Judges, BureaucratsOnly PM and members of Parliament No one escapes
2- Time bound Enforcement Police Powers and sentencing powers. Cases must be disposed of within time limit Advisory only. No powers. Time limit to start a case but no time limit to finishQuick Justice
3- Recovery of ill gotten gainsYesNoCorrupt person faces personal and financial ruin
9. Is IAC, an anti government movement? I cannot take the risk of supporting an anti government unit as my job, institution or business depend on the government?
IAC is not anti government. It is for India. The Jan Lok Pal Bill has gone through eight citizen revisions based on feedback from lots of citizens from all over India. With proactive government support the final bill will be a landmark legislation that if implemented quickly and well will transform India. Already Mr. Shanti Bhushan (ex law minister India) calls this draft bill one of the best legislations he has ever read.

10. Even if the Jan LokPal Bill is passed it will take many years for implementation. In many areas India has lofty laws but the ground realities are different?
In IAC work has already started on thinking about a blueprint for effective implementation. In India where the power of citizens and the private sector has been unleashed by and enabling government the results have been world class. IT and Telecom are often cited. If a small team of citizens could put the Jan Lok Pal bill together and thousands contributed to improving it then a small team of the right people can make sure that implementation is effective and rapid.

11.Who is Anna Hazare and why is he fasting unto death? Will this result in major disruptions that will cause inconvenience?
Anna Hazare is a renowned social worker. Some people call him a modern day “Mahatma Gandhi”. For more on him see  Just as the “Quit India” movement was about getting freedom from the British the “Jan LokPal Bill” movement is about getting freedom from corruption. IAC would like there to be no disruption but has no control over anyone.
12. What can I do to support the Jan LokPal bill?
If you support JLP (“Jan LokPal Bill”) then make a missed call to 02261550789 from a landline or +912261550789 from a mobile. Since this is a missed call it will cost you nothing. If you call from your mobile you will receive a few SMS with relevant updates periodically. Do not worry about getting flooded with too many SMS.

Anna has asked for the following forms of support
* Collective prayer that the government gains enough wisdom to proactively support the JLP bill.
* Fast for as long as you want. At the minimum miss lunch on April 5th. We fast for many things in India. This time lets fast for India.
* Write an impassioned plea to PM to get the JLP bill passed. He got the nuclear bill passed. Now he must get the JLP bill passed.
* If Anna has to fast then some of us need to develop the courage to remain calm and peaceful get arrested in this next freedom movement.

Let us understand CORRUPTION is inside or outside...

Fourth edition of CNBC-TV18 and DHL ‘International Trade Awards 2011’

Shri Jyotiraditya Scindia, Hon. Minister of State for Commerce and Industry will inaugurate the fourth edition of ‘International Trade Awards 2011’ to be presented by CNBC-TV18, India’s No. 1 business medium in association with DHL, the world’s leading Logistics Company, in the city on March 24, 2011. These awards exclusively aim at recognizing innovation and excellence demonstrated by the Indian importers and exporters at the International Trade facilitation in India.

The Indian import and export industry has contributed significantly to the Indian economy especially by achieving the export target of $200 billion mark for the fiscal year 2010 – 2011. While India’s exports were estimated at $235 billion, the imports are expected to reach the $350 billion mark. As a result, the trade deficit is expected to come down to $115 billion from an earlier projection of $135 billion.
This resultant growth in India’s export and import industry can be attributed to the government’s strategy of encouraging diversification into newer markets of Asia, Africa and Latin America and increasing focus on non-traditional exports to the USA. The government has also proposed measures to boost exports by capitalizing on the engineering and chemical sectors which has a greater demand abroad. Additionally, the government has formulated product strategies that will build on intrinsic strengths of some industries; market diversification; incentivizing research and development; and building a Brand India. This will help the Commerce Ministry to achieve its target of doubling the exports to $450 billion by the fiscal year 2013 – 2014.

While the Commerce Ministry is developing strategies to bring down the fiscal deficit, it is still faced with challenges trying to balance between a strong rupee, the shrinking markets of Europe and the US, hardening interest rates and rising input costs. Facilitating infrastructure development has also been a challenge for the government. Additionally, the weak recovery in the industrialized economies and the recent disasters in Japan will call into question the assumption of world trade bouncing back to pre-crisis levels.

In such a scenario, the major challenge of the Commerce Ministry will be to encourage the Indian exports by every possible means in order to maintain the recent momentum in addition to finding means of balancing the performance of India’s imports which are likely to be affected by the recent hikes in the petroleum prices.
Speaking on the occasion, Mr. Anil Uniyal, CEO, CNBC-TV18 and CNBC AWAAZ said, “We are proud to partner with DHL for the fourth edition of International Trade Awards 2011. The Awards will represent the finest of the international trading community and highlight their extraordinary achievements. As we continue to honour and recognize innovation and excellence showcased by the Indian entrepreneurs on a global platform, we feel equally privileged in watching the custodians of 'Brand India' being rewarded for making their mark globally."
Adding further, Mr. R.S. Subramanian, Country Head, DHL Express India said, “DHL India is proud to have created this platform to honour the outstanding entrepreneurs who have braved the times, set new benchmarks and brought a lot of credence to the “Made in India” tag. The International Trade Awards 2011 acknowledges all the fore runners on whose resilience we can only be sure that India will sustain its growth momentum.
Walking the tightrope, the Commerce Ministry is determined to execute their entrepreneurial skills to grow the Indian import and export businesses. However, one of biggest challenges in current circumstance that arises is ‘Can India’s exports touch the $500 bn mark by 2015? On the launch of such an empowering initiative, join Sheeren Bhan as she deliberates with a panel of India's global ambassadors such as Mr. Ramu Deora, President, Federation of Indian Export Organization; Mr. R. C. Bhargava, Maruti Suzuki India Limited; Mr. R. S. Subramanian, Country Head, DHL Express  along with Shri Jyotiraditya Scindia, Hon. Minister of State for Commerce and Industry on questions about how Indian exports will play a major role in India’s double digit GDP targets and what kind of support will Indian exporters receive from the government to achieve their targets.

CNBC-TV18 and DHL hopes to create an atmosphere that will enable the stalwarts of the export industry engage in dialogue that will stimulate export and help boost the economy, finally making the Indian growth story viable.
