ATTENTION-WAITING APPLICANTS OF ROHINI RESIDENTIAL SCHEME, 1981

M K Gupta
An Association for “Waiting Registrants of Rohini Residential Scheme, 1981” has been formed for ensuring early allotments to over 25,000 waiting applicants of this scheme.

The DDA came out with this scheme 30+ years ago and it acquired almost double the land (4680 hectare) than required (2497 hectare). The DDA is plans to offer plots on undeveloped and disputed site and that too, after reducing their sizes from 90 metres to 60 and 48 metres to 32 metres. We have come to know that the sectors 34 to 37 where DDA plan to allot the plots are disputed as the 172-farmers of Barwala have gone to the High Court challenging the acquisition. This is despite the High Court’s direction to the DDA that it cannot allot plots on undeveloped area meaning that it will have to provide the road, water, electricity drainage, sewer and other basic facilities in the area.

The DDA has ignored the Rohini Scheme applicants from the very beginning and despite the assurance of allotment to all in five years in the scheme made in the scheme brochure, it first unilaterally reduced the size of the plots in 1999 on the pretest of making early allotments and afterwards wanted to close the scheme in or around 2007 without allotting plots to all.

For getting justice to the waiting applicants, the above named Association has been constituted and it has started functioning under the guidance of Shri M.K. Gupta (Convener) and Sudhir Sharma (Co-convener), social activists. A delegation of the Association first met Mr. Mishra, IAS and OSD to Vice Chairman, DDA on 8.12.2011 and handed-over a memorandum demanding early allotments. It has on Dec. 19th written to the Hon’ble Chief Justice of Delhi High Court, Shri Kamal Nath, Minister of Urban Development, LG Delhi, Vice Chairman and others as the DDA failed to give any assurance on the above.
The waiting members interested to associate should inform about the same by sending email on rohinischeme1981@gmail.com with the purpose of prompt interaction and to share information. The applicants not having any email can send SMS either to Shri Bhupinder Jain on 9818621064 on 9810550172 informing their name and phone number.

The Association has started functioning and on 8.12.2011, gave a representation to the Vice Chairman, DDA and on Dec. 19, sent letters to Hon’ble Chief Justice, Delhi High Court, Shri Kamal Nath, Min. of Urban Development, Shri Tejendra Khanna, Lt. Governor. Delhi, Vice Chairman, DDA and others. The main demands consist to allot the plots forthwith on the undisputed and developed land of the sizes applied for at the price mentioned in the scheme brochure. The Association is also striving for the allotment of plots as mentioned in the scheme and it will try to highlight these issue in the media too.
