DELHI METRO RAIL's ELEVATED TRACKS ADDING TO CITY's DRAINAGE PROBLEM

GLOBAL ROAD SAFETY BODY INTERNATIONAL ROAD FEDERATION (IRF) SUGGESTS SETTING UP OF UNIFIED NODAL AGENCY TO TACKLE DRAINAGE AND WATER LOGGING PROBLEM IN DELHI DURING RAINS.

New Delhi June 30, 2017 International Road Federation (IRF) global body working for better and safer roads world wide expressing concern at water logging on Delhi roads during rains, which becomes a major reason for traffic woes in Delhi each year has suggested setting up of a nodal agency consisting of representatives of all concerned civic bodies to tackle the annual problem.

"Each year during monsoons water accumulation on various roads throws life out of gear for few hourssoon after a heavy downpour, resulting in snarling traffic jams, leaving commuters fuming and fretting." said Mr K K Kapila , Chairman, International Road Federation (IRF) .

“Road network in Delhi encompasses different zones of Authority like Municipal Corporation of Delhi, Public Works Department, New Delhi Municipal Corporation and Delhi Development Authority, apart from the Delhi Jal Board, which is responsible for the drainage of storm water and sewage. Each year after the monsoons, a debate and confusion ensues as regards a particular agency’s responsibility for keeping roads free of water. However, the end result one witnesses is acute water logging, deep pot holes, portions of the roads getting sub-merged and side-walks becoming unusable, causing immense hardship to the general public.” Said Mr Kapila.

“Apart from the suggestion for creating a Unified Nodal agency consisting of DDA, PWD, DJB, all three MCD’s, NDMC ,DMRC and Power Discoms BSES & NDPL to tackle the drainage problems of Delhi, with representatives from each Agency for initiating appropriate long and short term measures, there is an urgent need to find immediate solutions to contain the damage due to flooding of our roads.” Said Mr Kapila.

“With continued urbanisation, the drains are either choked or ineffective to carry the surface water to the deep storm water drains and to the outfall point. The drain in stretches lack adequate capacity. For this, a long term solution with proper network of drainage lines with adequate capacity for storm water and sewage drains is an immediate necessity.” He added.

"However, till such time the long term measures are completed, immediate short term measures must be simultaneously undertaken at locations witnessing water logging. Water Harvesting is one such measure which will immediately remove excess water through harvesting pipes thereby relieving the road stretch from flooding. The agencies named above can identify these locations for water harvesting. This will eventually make all our roads usable during monsoon and thus alleviate the problems of the general public." MR Kapila Said .

“Delhi Metro Rail despite having Rain Water Harvesting system on various routes also needs a separate drainage system to channelise rainwater released from the Metro's elevated tracks to save roads from being damaged and also help in water harvesting” added Mr Kapila.

“Delhi Metro's elevated tracks are also partially adding to the city's drainage problems, as rainwater from the elevated structures flow with force on roads, creating more problems for choked city drains and causing hardships to pedestrians, cyclists and motorcyclists. Proper disposal of this water would reduce waterlogging on several stretches in the city,” said Mr. Kapila.

70% Road Signs, Traffic Signals and Road Markings found faulty in Delhi

-Study unveiled by Institute of Road Traffic Education, (IRTE)-
New Delhi, June 28, 2017: In a recent survey conducted by the Institute of Road Traffic Education (IRTE) along with School of Planning and Architecture (SPA) titled “Resolving the Crisis of Traffic Management has revealed demonstrating appalling facts relating to road infrastructure including traffic lights, signs and marking..

Unveiling the findings of the study Dr. Rohit Baluja, President IRTE said, “We recently conducted a study across Delhi and found that more than 70 per cent of the Traffic Control Devices including road signs, traffic signals and road markings were not up to the standard and were leading to the occurrence of millions of traffic violations without the fault of the road users.

Adding further Dr Baluja said, “The Motor vehicle amendment bill 2016 which is the revision of the Motor vehicles act 1988 has been passed by the Lok Sabha and should be tabled in the Upper House during the next session. In order to make the legislation successfully implementable it is important that these deficiencies of traffic control devices must be set right.”

The finding of the study and the corrections based upon the findings of the study will enable reduction of traffic violations, and improve congestion and road safety.

Indian Road Congress (IRC) code has set several parameters for three types of road signs, regulatory, warning and informative. The parameters include criterion's, characteristics, installation, location, visibility for correct application. Our survey found that 801 signs amounting to 54% of total inserted in rectangular boards either in blue or yellow colour are against the UN code of road signs. The study highlights that hapless road users will be liable to be prosecuted with high penalties such as imprisonment up to 1 year and fine up to Rs 5000/- due to faulty road signs and signals defeating the very purpose of the provisions of the new legislation.

Similarly, the survey conducted on traffic light intersection found that most of the primary and secondary traffic signals were not functioning as per the prescribed standards or are wrongly installed. One of the major deficiencies was short blinking green signals used instead of an amber signal. The duration of amber clearance before the red light appears is so short that in present conditions a large percentage of drivers are being caught without any fault.

“India accounts for highest number of road deaths in the world and India is signatory to UN decade of Action for reducing road accident deaths by 50 % by the year 2020. In India drivers take road signs for granted but at most of the places in Delhi it is hidden, bungled, missing or just plain wrong. Simple road engineering measures like provision of appropriate road markings and traffic signs, minor layout changes in the road junctions are proven measures which significantly reduces road accidents.” Said MR K.K.Kapila, Chairman, International Road Federation , a global body working for better and safer roads worldwide While speaking on the occasion .

''Delhi government and Traffic police should find Technology based solutions including Intelligent Transportation system (ITS) including automated traffic lights system and issuing of violation challans through camera's " said Mr Kapila

Prof. Dr. Sewa Ram, Professor of Transport Planning, School of Planning and Architecture (SPA) also presented a white paper on the deficient traffic junctions in the city.

About IRTE
The IRTE is a non-profit research organisation, formed in 1991 for supporting the government in capacity building towards the development of a safe and efficient traffic management system. The IRTE’s College of Traffic Management situated in the NCR Delhi is the Centre for Excellence for Road Safety in South East Asia.

The findings of the study are available on the website of IRTE www.irte.com

All humans are humans, the only difference is their believing and no one should really bothered by each other. Leave peacefully and let other peacefully.

Think Global- Act Local

Commander VK Jaitly

This phrase is attributed to different people by different organizations and its first use goes back to a bit more than 100 years. Wikipedia gives good amount of information. Post 2nd World War, the business opportunities opened up at a very fast pace and a large number of global companies started spreading their wings beyond the boundaries of their countries. Some of them based their strategy on the funda of ‘Think Globally and Act Locally’ and the term has been further shortened to ‘Glocalization’ in the recent past.

Some companies even have been exploiting the third world countries and selling them sub-standard products bypassing the loose legal framework of those nations. India and many other third world countries continue to sell a small number of medicines that have been banned in many advanced countries due to their negative side effects. But majority of the global pharmaceutical companies are interested about their profits only. They think globally to expand their business and act locally to exploit the local population. This is totally against the spirit of ‘Think Global:Act Local’.

What some of the westerners started thinking during last one hundred years or so, our Indian sages advocated a few thousands of years back when they said, “वसुधैव कु टुम्भकम” that means “The whole world is One Family.” What was their motive when they chanted:

This can be translated as:

Om, May All become Happy,
May All be Healthy and away from Illness,
May All See what is Auspicious,
May no one Suffer in any way.
Om Peace, Peace, Peace.
(Let their be peace everywhere)

This was their true global thinking. And obviously they always acted locally. Look at the hundreds of temples made in India in the ancient times. Their architecture was suited to the local climate and the stones they used were normally from the nearby areas. Even the designs of the huts of the common man were based upon the weather of that particular area. The food habits of the people in different areas were different depending upon what was locally available in that area and was suited for the climate of that area.

Some of the top global companies also follow this glocalization very religiously. McDonald’s strategy is to listen to local consumers and then act on it. Some of its local favorites around the world include the McItaly burger in Italy, Maharaja Mac in India, the McLobster in Canada and the Ebi Filit-O in Japan. Starbucks in India at most places will have no beef or pork considered taboo by many Indians. The Indian menu has local favorite Chai Tea Latte and baked goods like Konkani Twist or Chatpata Paratha Wrap to adapt its offerings to local vegetarian tastes. There are even separate ovens and counters for vegetarian and non-vegetarian offerings.

The moment we say: Think Global, it also means ‘Let noble thoughts come from all sides’ and let us be ready to learn from others. Let us give up the rigid attitude of ‘My path alone is The Correct One’ and all others are wrong. This alone is the cause of all the turmoil world has been facing for last few decades. This is also the cause of terrorism across the world. We should definitely have the freedom to customise the good and noble global thoughts to our local conditions before we adopt them.

Unfortunately, we become selfish and narrow minded while adopting something good from others. India continues to struggle with the problem of dirty roads and lanes, rivers filled with filth, parks with strewn around litter and open defecation still seen at some places. I sincerely hope for the success of ‘Swachh Bharat’ campaign. Why can’t we learn from other developed countries about their very high standards of cleanliness and traffic discipline?

The world today is fast moving towards extinction as per some environment experts. Our glaciers are receding and water level in the oceans is gradually rising. We are facing global warming and that has given rise to increased incidences of cyclones, floods and untimely heavy rains. All this has happened due to extreme levels of exploitation of the resources of earth by some developing countries. They were acting locally for their own good and greed without thinking globally. So the solution to most of our problems lies in ‘Think Global, Act Local’.
